took the tank off, turned on the hazards but can't hear any "clicking" to locate the flasher..

It is on the rigth side of the frame, up near the front tank mount.  It is a square box with only two wires......the wiring diagrams show the wires to be orange and a bluish green.

I think the 4 way will have 3 or 4 wires.

Nope......just 2 wires.

The flasher on the Savage is a 2 wire flasher, and the power (orange wire) is taken up to the flasher unit, then the bluish green wire takes that power up to the handlebar switch (turn signal or 4 way flasher).  When you push the handlebar switch it completes the circuit by sending the power to the signal lights.  Depending on if you push a turn signal or the flasher switch....it directs the power to the left or right side.....or both the left AND right side.

Here is the link to the wiring diagrams.  In the 2003 and earlier bikes the bluish green wire from the flasher unit goes to the turn signal switch on the left handlebar.  On the 2004 and later bikes the bluish green wire splits and one wire goes to the turn signal switch on the left handlebar, and one wire goes to the flasher switch on the right handlebar.

is it the same flasher as the turn signals?

I ask because I'm gonna use the hazard switch (near throttle) to turn headlight circuit off

You are gonna have to do some fancy rewiring to accomplish that.  The hazard switch is not a ground.....it takes power from the bluish green wire and redirects it to the flashers.  You will have to go into the wiring harness and repurpose the 3 wires....the bluish green is the power feed, the black and green are wires headed to the turn signals.  Be sure to seal off the black and green wires left in the harness - as those will have power to them whenever the turn signals are being used.

A far easier way to turn the headlight off is to go into the headlight bucket and discconnect the black wire from the headlight plug, and then run it through a switch to control the ground circuit.  You could put this switch on the headlight bucket like the old Triumphs used to do....or maybe you could find a place that is easier to reach.
