It's a 1909 Rover twin cylinder, hand throttle accelerator, three speed sequential non synchro gear box. Use the hand brake for all normal stopping. If the brakes squeal, they're ok, if they stop squealing, they're getting too hot. About 35 mph flat out. It's about the only one of its kind left. The smaller single cylinder models are a little more common.
