The oem supports mount to the inside of the fender with slightly longer bolts.

Get allen button head bolts instead cause most tires will rub.

Alternately, the brackets can be put between the rail and fender.

Saw a guy loosen the bolts that hold the rails, tuck his bag edge up in yonna & snug them up, pinching the bag & hooooldin On to it,,
