I own a 98 Suzuki savage Im wanting to put 1in z bars with 2in risers my question is will there be any modifications that I will have to do?

you'll need at least 4 or 5" of rise to clear the tank, more is better.

6 to 8 inch rise on the bars, use the stock risers (even though they are really poorly made). Use your stock cables, switchboxes and related clutter.

Brand? Made in the USA, western Europe or Japan. Other than that, they are all about the same. Don't buy "house brand" from Custom Chrome or Drag Specialties, avoid Jireh/Canyon Run/Fog Hollow/V-twin Mfg like the plague, cheap junk at the same price as good bars from Chrome Werks, Flanders or Paughco.

Was your 98 the standard orange that faded to pink, or did you get one that had already been repainted?  ;D

Our controls have an alignment pin, to prevent them from rotating...
It's a handy thing...
Just find the position you want,.. and drill new holes for the pins..

8" Z's from V-TWIN.If you have buckhorn bars there are no mods.Bolt on and go.If you have drag bars,the cables be too short for about anything.

Most owners end up grinding the tabs/bumps off so the controls will pivot instead of bend when the bike falls over.

Yes thats what I was wondering the alignment pin so I just drill a new one on the z bars and what I also was wondering are my stock risers for 7/8 bars?

Savages ALL shipped stock with 1 inch bars, unless you have a 400, not available stateside so no idea what they had. Assuming your 98 is a 650...

Put up a pic so we can see what you are working with. 7/8" conversion risers are aftermarket or off a donor bike.

That is 15 inch rise in the factory 1 inch inner diameter risers. Mine are pinned so the bar won't rotate, which needs to be modified, they are too far back, too low and too close.

You seem a bit confused...
A stock Savage has 1" bars... 1" risers... 1" controls...

You need to buy bars that are 1"...

Back in the late 90s and early double oughts, you couldn't buy 1" clubmans, trackers, motocross, etc. So it is entirely possible (but highly unlikely) that his bike was converted by a previous owner. And there are still several very aesthetically pleasing handlebar bends that are only available in 7/8 inch. Think old British stuff and ancient Harley Davidson 45 sidevalves...

For that matter, think older Shadows and Viragoes... both shipped with 7/8 bars while Suzuki cruisers had gone to 1 inch bars. Shadow risers were very popular from about 96-2006, and the controls are virtually plug and play.
