I read this today and thought about the story how the frog in the boiling pot of water just sits there not aware of what's happening to him until its too late...... From a new "rule" an unelected bureaucrat wrote covering children's magicians..... (Seriously?, there's a law for that?....)

The goal of this rule is to increase the regulated community’s awareness and understanding about their responsibilities to protect their animals in emergency situations.

“The regulated community” is what we used to call “the citizenry”. It doesn’t have quite the same ring as “We the people”, but don’t worry, you’ll get used to it.

I agree that the current government does look at “We the People” as a regulated community.

This USDA “rule” is meant to be for animal research facilities, animal transportation carriers, animal dealers, and animal exhibitors, all which are regulated.
