starter sounds normal at first then gets real sluggish and stops and then it makes a fast loud clicking sound....  

can anyone tell me what that means thanks.

Ill chime in and agree its definitely the battery. Change it out and you should be good to go. ;D

 Classic sign of a battery. Unless you have tons of goo on the connections or a low water level in the battery, sounds like it's time for a new one. Motorcycles and scooters are known for overcharging sometimes and that can bubble the water out.
