I've got an oil leak on the head upper right hand side near the came tension bolt or through the rubber/plastic plug.  The top of the head is dry.

You have a bit too much oil in the engine. Those plugs will let it weep out until the level is correct. Have a 99 1500 Drifter here that does the same thing when it gets over filled. Once the level is right the oil pressure (and crank case pressure) goes back to where it belongs and the rubber cap reseats itself.

Unless you've already cleaned it and watched it come back the same way a couple of times, I wouldn't trust where you think it's coming from.

So, yes, check your oil level, clean it and watch for where the leak comes back.

Re-torque that side bolt.  If it's the cam plug, then you'll need to R&R the head cover.
