Has anyone tried to install a twin cylinder motor on a Suzuki
LS650 frame. Does this so like a doable project.

I have seen this question posted on this site earlier.......and the question asked was "WHY". Anything can be done - but it would not be real easy. With twin downtubes for the frame the exhaust would probably interfere in a side by side twin, and a V-Twin probably would not fit. Any engine swap would require new motor mounts, changes to the drive system, air intake changes...etc. The outcome would be unique - but maybe not any better bike than either one you started with.

I can see how a parallel twin could work with the exhaust on both sides of the frame. It would likely require a lot of fabrication to mount, and the sprockets or pulleys may not line up. Did you have a particular motor in mind???

You're looking at some serious reverse engineering to get everything to work as it should. The Savage has enough built in cut rate solutions as is. No sense borrowing trouble. To fit maybe a 400/440 in there. 250 swap would be a piece of cake, the 63 Honda scrambler I have is the same wheelbase and so forth as the 98 Savage, but the 63 frame is considerably better made than the 98 frame...
