I am wondering if a taller front wheel/tire combo is possible for the Savage. What would I look for that would fit?

the front disc is unique to the savage.  so there's no direct swap.
easier to tell you to get the size rim you want and lace it to the hub.

the next approach is to swap the front end.  the world is your oyster.

I didn't even think about the brakes. I really don't want to swap the front end, so it will probably stay just like it is.  :(

Boys, theys such things as rake and trail and unsprung weight and all kind of stuff that you'll just have to learn on your own. A motorcycle can get cantankerous real fast when you change the design on the part you use to steer around stuff. I wouldn't fool with it. jmo

If you got a 21" rim laced to the stock hub and a skinny tire the diameter wouldn't change enough to affect trail significantly. The problem with skinny tires is they don't have as much contact area and therefore not as much grip on the road, which would make a difference if you were an aggressive driver.
+ you would have to get a new fender.

Run a 21'' in the front, lace a 16'' to the rear and the balance of the bike remains about the same, plus you get a ton more tire options. Lowering your forks will change handling as much a different wheel diameter.

I am gonna see how much it will cost to have my front wheel laced to a 21" rim. I won't bump up the back. I just want a little more rearward tilt for comfort. I have some ideas for the fender. Thanks a bunch guys!

One of my local shops gave me a re-lacing rough estimate of $300-$350 for the rim, spokes, and labor. Add the price of a tire and tube along with the fender mount and we are around $500. I want to do it, it is just gonna have to wait until business picks up.
