My wife's Savage has been sitting and now it will not turn over. I have charged the battery with a battery tender for 3 days. The lights, horn and blinkers work. I have tried starting with the kill switch on run, clutch in and kickstand up. I checked the ignition switch and it works properly. Please point me in the right direction as far as what I should be checking now. Any help would be greatly appreciated. I have a multi-meter and the wiring diagram. The battery shows 13v going into the starter relay, but nothing at the starter.

Check the cut-outs..  sidestand and clutch...

Check the fuses.

give the solenoid a rap just under the ig switch on the fender, sometimes they stick... normally on but you can never tell.

I have checked the fuses (2x 20a) I think those are the only two on the wiring diagram.

the bike is in Neutral.

I tapped on the solenoid, no change.

One suggestion was to check the side stand and clutch cut out switches. How would I check those?

another ? Can the bike be started without the tank on/dash plugged in? I understand it wont start as the fuel is disconnected, but I just need it to turn over. Heck even hearing the click of the decompression solenoid would be good at this point.

I am not completely mechanically inept, but I'm no regular wrench monkey, anything you can do to get me pointed in the right direction would be very helpful.

You can simply short them out so they will act as if they're active.
kickstand; take seat off, look for a green water proof connector, disconnect it, they say jump it with a paperclip, so it must be the female side.
clutch; there's a switch on the clutch lever, unplug the two leads, jump them with a paperclip.

The bike will crank if I jump the positive terminal on the battery to the starter. Sooo bad solenoid? Or are there other components involved?

The side stand switch is working properly. I get current from one side of the female connector to the other in the "up" position but not in the "down."

There's also a side stand relay.  The switch operates the relay.  Switch could be good, and the relay still bad.

Does the starter 'tick?' Underneath the tank is a black box that you can be tapped with your finger. Dunno what the box is or does, but sometimes my bike just 'ticks' and then i give the box a couple of hard taps and away it goes

As far as the side stand relay... Is there a way to test it?

If the bike is in neutral the bike will normally start with the kickstand down and the clutch out.

Why would these switches interfere with the bike starting while in neutral?

Is there a way to know if the starter solenoid is bad?

I am at a loss for where to proceed.

You have a volt meter?
check to see if you're getting voltage from the starter switch.
then check to see if you're getting it too the decomp relay.

If I unplug the wires at the clutch lever position switch and jump a wire between the two...I get ACTION! So replace the CLP switch?

Yes, check the switch out, maybe it needs cleaning.
but if in doubt... throw it out and get another.

Verslagen, I owe you many cold beers. I just took the switch apart and cleaned all of the connections, put it back together and Ta Da! Now to put the tank on and get some fuel in the ole girl.
