At an old bike meet in the summer there was an old Indian board racer  minus motor that had been restored. The guy wanted $7000 for it.

other than acting as a historical reference, what good is it if you cant ride it?

Some things are justified in their existence by simply being, with no function required,, no useful purpose or utility of any kind is expected of them, all that is required is that they exist.. old motorcycles fit that just fine,, & that thing Is Old.. I cant ride a painting, its just art..

keep practicing and you will ride that painting yet.

"I cant ride a painting, its just art.. "
Why would you want to?
And I must take exception to the phrase "just art". Art is what makes us different from the other animals on the planet.  ;)
Also, the motorbike was built for a purpose. If it is not being used for that purpose, it looses it's value in relation to that purpose. If it is made into a sculpture (just to be looked at) it looses value because more than one, probably many, identical "sculptures" were made, and looking at a rusty, dilapidated version is not what the builder intended.
So it should be restored.

It's part of the timeline of motorcycle history, it can "just be" as it is... or if it must serve a purpose un-rideable, then it can be used as a physical reference for future builds...
