Does the reg/rec (that black box with fins) need to be electrically insulated from its metal mounting point? If so, how is this done?

no, it comes mounted to the fender from the factory with no isolation.
however, one person had a short in it and it would work if isolated.

IDK about those things, but it always mattered to me when I was grounded..
