Is there is a decent site that will accept uploads for custom designs?

I have a graphic I want on the tool box (small decal).

Wal Mart, Hobby Lobby, any store with a child toy section. You'd be surprised. Also the people in my town who supply uniforms and tees for school have a machine that cuts peel offs for about $5 a pair.
