Will the seat fit if not what needs to be changed?

Will the drag style bars and risors from an s40 work on a 95 savage?

not sure about the seat, but with the bars you are going to need to get shorter lines up front.

No other answers on the seat?  
My recollection isn't the greatest, but I know an S40 seat will "fit" on a Savage.  The bolts on the sides line up fine.  The difference is on the rear fender.  The older models had a little bracket that a tab on the pillion slipped under.  The S40 doesn't have that bracket welded to the fender.  You might have to cut it off, or cut an indentation in the S40 seat-pan to accomodate.  Also, the S40 seat has an allen screw at the very rear of the seat to attach to the fender.  I think some have swapped seats without using this attachment point with no issues.

I am pretty sure I read on here somewhere that that bracket can be bent over easily.
