So assuming I ride it well and its more or less tuned what is the best time i could expect to get from 0 to 60 mph on my stock 09 S40?

I've heard around 7 seconds stock. Closer to 5 if you do the standard airflow and carburetor mods.

Yup,... high 6's to low 7's stock, easy...
In the 5's without major mods, just jetting muffler and air filter, minor exhaust porting...
Below 5,... needs real effort...

0 - 30 or 40mph... we do very, very well.... you can get the jump on some crotch rockets... unless they're very good...

I got a stem nut clock, and when I tried it looked like a little over 5 seconds. That is with rejetted and tuned carb, open air box and debaffled stock muffler and new stock air filter. Roll on from 40-70mph in 5th gear in 9 seconds on flat road.
