I need some information. I have a 1999 Savage that I purchased last year and it did not come with a manual.

The drum brake indicator is at the first mark (mark closest to front of bike). It feels fine to me but I need to know if it should be at an alternate location.

Does it make a huge difference?

No that is where you want it, which basically means you have most of your rearbrake life left.

if you have braking from the rear

jack up the back off the ground and adjust the nut to lil less than draging on free spin...

maybe 30% rear braking with 70% front...
you DONT want to lock up the rear 4 sure!!!

Dont need a jack just a block. Lean the bike over, stuff something under one side of the swing rm, push the bike over the other way & stand it on whatever is under the swingarm. Tie handlebars to something 'Over there"...

You didn't say so...

The mark is to be looked at while applying the brake. It is not suppose to go past the one mark. Did you do this?

My brake indicator barely moves off the first mark when the brake is applied. Overall, about 1/8th inch of travel. I never lock up the back brake.

My rear brake indicator is past the first mark when the brake isn't depressed. Is that bad?

From the Factory FSM. The mark on the arm should not go past the rear mark when fully engaged.

For forty or fifty bucks you can get used paper factory service manuals on ebay. Well worth the cost
