This morning I hop on my bike after it rained overnight (I keep my bike under a cover, but it is still outside and gets a bit wet) and come to learn that none of my turn signals work!

Running lights are on, headlight, highbeam, tail light, brake light all work. After I park, I turn her off and jiggle a few of the turn signal wires, nothing seemed loose. I turn her on again and find that the signals work now, but the left one starts slow (maybe 3 seconds between pulses) and gradually works it's way up to the normal frequency. the right signal works fine.

any ideas what this could be? a loose connection worsened by moisture?

Left side, low side moisture induced short.

time to invest in some anti-moisture protection.

... and by that i mean some plastic wrap and zip ties.

Sounds to me like your flasher is going titsup .... Tell tail sign is the changing in flash frequency.   The flasher is located under the front right side of the tank.   Get yourself a generic 4 dollar auto unit and while your at it seal everything up.  If your flasher unit is indeed the cause of your problem it was no doubt faulty due to water shorting something out.
