The laws are not that easiest to find, but I could not find any fenders on any vehicle, let alone motorcycles.

Found someone asking the place...  Ooops, it's you!  http://www.houston-imports.com/forums/showthread.php?p=11062595

Pennsylvania needs fenders, as does Oklahoma, possible Oregon ... no other place that I can find.

easy solution...move to NH.  no laws here.  Hell i think we have more latitute on our gun laws then even you lone star guys.  NH is the last bastion of freedom in this ever growing PC, European union wannabe country.  "live free or die baby!"  8-)

Couldn't agree more with Brown - the only downside is we're surrounded by some of the most liberal (and subsequently restrictive) states around.  But like an anonymous 101st trooper said at Bastogne..."They have us surrounded. The poor bastards!"   ;D

And just to make sure, I called the Texas Department of Public Safety - Motorcycle Safety/Training Unit to make sure, and they verified that  only the items on the above list are required.

So, go fender-less if you choose.
