there is on mine but with the state of the jets in it, i wouldent be surprised if it should not be there.

i have a circlip on my needle. do i need to adjust that instead of my white spacer?

Same with mine. Yes, try that first. If your mix doesn't get "greasy" enough, put circlip back all the way up (to lowest needle - lean), and ditch the washer. That gives you "the next adjustable step". You have two more grooves to go.
