I've read several times about the cover plug needing to be torqued to 18-21.5 ft-lbs.  Is this the plug on the left cover that is removed to find TDC?

Absolutely not!

The TDC plug is hand tight and no more if you expect to remove it again.

Make yourself a tool like sandy kookanoosa did. It's in a past post about 3 months ago. I made one and it works great. I don't know of anyone capable of over torquing with it by hand, but you can add pliers or a small crescent wrench to unlock a stuck one.
It is made from a super thick putty knife cut to about one to one and a half inch blade ground to fit the curve of the slot.

I made a tool for that a while back out of an edger blade and I know to tighten it hand tight.

What I'm wanting to know is what is the "cover plug"?  Sometimes it is listed as the "head cover plug"  It is supposed to be torqued to 18-21.5 ft-lbs.

If you are referring to the head plug, no torque, just goop and push.

Now the head cover bolts will all get torque as well as the head bolts.

I know what the head plug is too.  Here's is the cover plug torque spec from the manual that I''m asking about:

This is the item that I can't figure out what the heck the manual is referring to.

ill betcha the torque spec table is generic..... that spec is for the valve adjusting caps on the 2's and 4's...... look how high it is compared to the head cover bolt spec.... gotta be a big thread....

That makes sense.  I just wanted to make sure I wasn't missing anything while I had it all apart.

i just got finished replacing the neighbors 1996 ls650 head cover plug. to bad suzuki didn't drill and tap for a couple of screws to hold the rubber plug  in place. well, it needed a valve adjustment anyway, so pulling the head cover at that point is not a big deal as it turns out.
