I don't know what a strator is.  Please remove confusion.

OK, I have to ask... what's a strator?

if you mean starter, then verify it's water, could be gas.

If it is water, then check to see if your frame is full of it.  There are some drain holes in the bottom of the frame.

If it's gas, then 2 possibilities, leak in tank or your carb is overflowing.

Is it leaking while running or stopped?

while running could be bad float valve or float level

while stopped could be bad petcock.

Leave it in the "ON" position.
It's supposed to shut off when the engine is off automatically.
Vacuum actuated.
res is reserve
and pri is prime, used to turn on the gas when the motor is off as in when you know the carb bowl is empty.
