We've got a Governator on a bike, will that do?

Beware, after a few years he morf's into the taxinator.

Some of the EU people have said there's a tube installed in the carb to limit it.

Do you want to limit rpms or speed?

One way other then the tube, would be to reduce the main jet so top end was pityful and maybe skinny the white spacer to keep the midrange good.

Or trade carb's with the guy who can't break 60.

Are you getting full range of movement in your throttle linkage on the carb?  Is the little circlip thingy installed that keeps the linkage side of the throttle cable from lifting out?  Throttle grip turning all the way?

The slide is raised by a vac diaphragm. Is that thing healthy? Any obstructions? I would want to pull the air tube between filter & carb & watch the slide rise & fall. IF the Idle Down is slow, then I would be very suspicious of a dirty slide.

If you are gonna rev the engine much at all while sitting still, make sure you have a good fan cooling the header, or it will be blue. Mine was all nice & shiny with 5,000 miles on it when I blued the crap out of it racking it off & listening to the valves,,, the term, Cussed a Blue Streak fit perfectly that day.

What Jim said....
With the motor not running, have someone turn the throttle to full crank, then you go over to the left side of the bike and see if it's pulling the cable all the way at the carb...

the throttle cable open just fin no slack and it opens the butterlfy all the way, as for the slide inside im not sure never check it, If you follow the cant get to 60 tread youll see all that  ive done to try to diag this problem.
