I am helping a coworker with her 1996 Savage.  It has been stored for over a year.  I have drained the fuel tank and carb float bowl. While attempting to start, it only runs for a few seconds before dying.  Fresh gas spills out of the bowl vent tubes which are tucked into the frame above the carb. What would cause fuel to exit the bowl vent tubes? Also, even without the engine running, if the petcock is turned to PRI, fuel will spill out of these bowl vent tubes.

Is the float needle stuck?  Are any of the jets clogged?

Yep float is stuck, maybe a rapt on the side of the carb will break it loose.

Add a couple ounces of seafoam to the gas if you don't want to take it apart and clean it.  see tech section for carb clean if you do.  it's in the index at the top.

most likely some of the jets are clogged too.  they're small and crap is big.

My bike (see signature) was stored for a year (poorly).  I needed to completely remove the carb, disassemble it, and dip it overnight.

End of problem.

Sounds like the float is stuck down on the one you're working on.  If none of the easy fixes work for you (they didn't for me), you'll have to do what I did.

Get ALL of the rubber bits off before dippidge, some are hidden.  Remove every screw you can see.

Thanks for the rapid responses.  Tomorrow I will remove the carb and begin the disassembly.  

I was hoping that I could leave the carb on the bike, remove the float bowl, and then clean the float valve.  Judging by what you guys have written, no such luck.

I'll post the updates of what I learn as it occurs.

This is because with the indicator pointed to PRI..that means prime. This means you have a constant flow of fuel. That is to be used to refill the float bowl after you have reassembled the carb and put it back on.
Your petcock should be between the "RES" and "PRI" positions..

normal operation is "on"
