exactly what mods will I have to do to make a set of 4" risers that are for a Harley sportster XL work on my Savage?

If it's the one with a 1 piece cap, then it'll be too wide and you'll have to modify the tree with new holes.

If it's the one with each side sepparate, the bolt that attaches it to the tree is 1/2" vs. the stock 10mm? Which is not too bad, there's a sleeve that keeps you from over compressing the rubber donot's. Leave that out and try not to over compress the donot's.
