My guess is some is chromed and some just high polished alum.

I have pictures of a similar one in Europe, but he cheated a bit with silver/chrome paint on the frame. You can polish steel and clear coat it to a really nice reflective surface too.

Brilliant!... they like to chrome everything there,...just to keep up the town image..
