I haven't seen those things in 50-60 years,you could buy them to put over your blackwalls to make them look like whitewalls.You let some air out of your tire and slip them under the wheel then air tire back up.

I found a japanese company make them, but it cost like 30 usd on 1 single piece (1 wheel need 2 pieces)
It is quite expensive.
