Title: What are these fork clips, adornments for?

What purpose do these plastic clips serve? My younger brother thinks it's for foot rests in case you wanna give someone a ride on your handlebars. My older wiser brother thinks it might be to hang the canvas saddlebags the newspaper gave us to sling papers from on our route. I suspect neither is correct, and thought they might be aerodynamic in nature, perhaps even having super hero origins. Naturally they both laughed at me and went inside for another beer. Seriously what are they?

To protect the critical (most used area) of the forktubes from rock pits, bugs and dirt causing premature seal failure cause this area is where the forkseal moves the most :) Fork gaiters would be the best protection :D

S'pose to help protect your folk seals from direct hits and bug buildup I would think

J B Weld a small skull on them.  Just a suggestion.  They are important so don't remove them.
