need help  putn on deuce risers  im not to bright  i put the bolts thru  after i drill out the top and bottom caps   but do i need to put back in the spacers that were in the middle of the rubber things

the spacers are there so you can tighten the nuts down so they don't vibrate off.  And when you do, they ensure the bars are properly isolated.  If the stock spacers don't fit on the new bolts, get new spacers the same length.

also the bottom of the risers have about an inch nipple  so thought that i would drill the top cap so it sits down in flush and drill out the rubber also to make it sit flush   thanks for readn this  i dont want to pay dealer to do it

Sounds like you got some hard to fit risers. The H-D risers I've used just mounted with a long 1/2"-20 bolt; and only required drilling out the chrome caps over the rubber isolators so that the 1/2" bolts would go through.

Some pictures of what you're working with sure would help!  :D
