Experience and http://www.dremel.com/ .

Go too far and it might as well be a boat anchor.    Sometimes it pays to have a pro do stuff.

Depends on how you look at it.  Some people think the head is a boat anchor before they start grinding :P

He's doing it "blindly" kinda like I did.  I read some stuff, but there's nothing to read about a Savage.  So I started grinding...in some ways, more aggressively than he did, but I stopped at the outlet when I got to 36 mm.

I believe mine is in the 37mm range.
I like boats, and anchors, but wouldn't want to have to drag one around.  :D

Entrance into intake side is roughed slightly to improve the break-up of fuel droplets that may try to adhere to side of wall, thereby improving vaporization of fuel/air mixture

In this one you can see the early stages of the preparation of the transition from rough to smooth in the intake tract.  More work was done after this to improve the gradual change from rough to smooth but I could not find the pic  right now.  Ideally, just before reaching the valve itself the intake tract should be POLISHED GLASS SMOOTH,  I am not quite at that level and lack a few tools needed for that perfect finish....but working toward it.

I am following the techniques of a dude from California who builds HD engines for WORLD RECORD RUNS ON THE SALT FLATS, so this is a VERY LOFTY GOAL I am working toward.

This is my exhaust port.  I didn't open the outlet as much as these others, but spent most of my time on polishing and removing material inside the exhaust port.  The end result was an increase of 2 mm at the outlet.

The intake was done pretty much like Lancer's.  I didn't think too much was necessary since the intake is much bigger than the exhaust anyway.

In the end, with a Raask exhaust, my outlet was closer to the diameter of the header pipe.
