All,
when would a  96 savage with arounf 8K miles start needing service work.? (ie carbs, belt, etc)...
I am looking at one and just wanted to know prior to possible purchase.
Anything I need to be on the lookout for that is specific to this year.... thanks in advance..

I got my 2000 three years ago with 5,000 miles on it.  It now has 21,000 and I really ought to look at the spark plug.  Honestly, I haven't done a thing to it 'cept add gas and oil and swap air/oil filters and front brake pads and tires.

I bought a '96 with 16k on it.
I believe no major work was done on it.

At 21K, I modified the cam chain adjuster that was about to fall apart.  And as far as I know, that is the only major issue with the bike.  I would recommend looking at it every 5k if for no other reason than to establish current status and life expectancy.

Others issues are various oil leaks and loose bolts.  I would think common to motorcycles in general.
