I had to take off my exhaust system today and inside the hole to the engine is completely caked with black carbon deposits. It's not that thick, but completely covered. Is this normal?

It is normal for an engine running too rich.
Check the carb jetting & tune.

That layer of carbon helps insulates the pipe from the heat of the exhaust.

I would not be worried about it and I certainly would not try to remove it.

If it builds up to a significant thickness you might be concerned about it - but if it is just a fractional coating - let it be would be my advice.

If you want to get rid of it - - get on the bike and go out onto a highway and ride it 20 miles at 60 mph - take it home let it cool down and then check - most of the carbon likely will be burned off
