Real quick, I have a screamin' eagle muffler I want to install.

Do I need to rejet or can I get away without it

Go Jardine, not harley-it is no the correct pipe.  Must rejet on any pipe mod, 2 or 4 stroke law that can never be broken!!

I put on the HD turnout a year ago, and I have a stock airbox and filter, had to turn out the idle screw but didn't rejet yet. At elevation 1500' runs very good, no shotgun blasts. It's a little loud (can set off some car alarms) but I've grown to love the sound. My friend Jim who rides a BMW says it's not really that loud, but he can really feel the low frequency vibration if he rides near my right side. It's louder than the Police bikes, but much quieter that most HD's around here. Still getting 50mpg city commuting. Click on 'search' above, type in: "SE Turnout Mufflers"

I've swapped out between a few different free-flowing pipes without rejetting.  I've only needed to fine tune slightly each time.  It all depends on the pipes and how similar their airflow is.

However, if you're going from a stock LS650 muffler to something significantly freer flowing (like the SE muffler), you should rejet.  Otherwise, you'll be very lean.
