my wife has '96 savage for which she bought saddlebags, draping them
over
the seat. In time she decided she doesn't like that.
I've bought brackets and intend to install this weekend, and would like
to
run the saddlebags under the seat. Can anyone provide tips,
suggestions on
best way to approach this?

Just run the sadlebags under the seat. Don't worry about the regulator as the rearfender acts like a heatsinks.
